The procedures get read, not remembered

The A/D director has to understand the applicable procedures — and review them immediately before work starts, unless they've already applied those same procedures to this exact type and configuration of crane.

Stage 2 · briefing

Every crew member, every task change

Before work begins, each crew member must understand their task, the hazards in that task, and the positions to avoid. The briefing repeats whenever someone switches task or joins the operation mid-way.

Stage 3 · the pin comes out

Nobody under the boom while pins move

Employees must not be under the boom, jib or components while pins are being removed. Sections have to be rigged or supported so they stay stable the moment the pin releases.

Stage 4 · blind positions

Tell the operator, then nothing moves

A crew member must tell the operator before going somewhere out of view. Once the operator knows, no part of the crane or load moves until a pre-arranged signal confirms that person is clear.

Assembly and disassembly is short, high-tempo work with an assist crane, loose pins and unsupported steel in the same fifty feet. Below: what legally counts as A/D, who's allowed to direct it, the twelve hazards that person must address, and how the operation closes out.

What counts as crane assembly and disassembly — and what's just set-up

Crews use the two words interchangeably, and it matters more than it sounds. The A/D rules in 1926.1403 through 1406 apply to assembly work. Deploying a crane that arrived already assembled is a different activity under the standard.

Adding counterweights or attachments, pinning boom or jib sections, using an assist crane to position components. Complexity varies by model — some cranes arrive fully assembled and need none of it.

Set-up

Deploying a crane that's already built

OSHA treats set-up as the deployment of an assembled crane. Deploying outriggers and levelling on a machine that came in whole isn't what the A/D sections were written for.

Get the classification wrong in the safe direction and you've run a briefing you didn't strictly need. Get it wrong the other way and an A/D director was never appointed at all. Book a demo to see A/D checklists assigned per crane and configuration.

Who is allowed to direct crane assembly and disassembly

The standard calls this person the A/D director, and it doesn't care about their job title or whether they're management. It cares about two specific capabilities. There are three legal ways to staff it.

A

One person wearing both hats

An individual who meets the criteria for a competent person and a qualified person directs the operation alone. The cleanest arrangement, and the rarest.

B

Competent person plus qualified support

A competent person directs, assisted by one or more qualified persons. The competent person is the A/D director; the qualified support has to actually be there.

C

One person doing the work alone

Where A/D is performed by a single person, that person must meet both sets of criteria and is the A/D director by default. No splitting the roles.

A competent person can spot hazards and has authority to fix them. A qualified person has the degree, certificate or documented experience to evaluate the equipment. Four A/D director duties before a single pin moves

Nothing here involves touching the crane. These four obligations all land before the operation starts, and they're the ones an investigator asks about afterwards.

    Know which procedures apply

    Manufacturer procedures, or employer procedures that meet the standard's requirements — developed by a qualified person and designed to prevent unintended movement and collapse.

    Review them immediately beforehand

    The review is skippable only if the director already understands those procedures and has applied them to this same type and configuration, accessories included.

    Brief the crew on tasks, hazards and positions

    Not a general safety talk. Each person's own task, the hazards inside it, and the specific locations they need to stay out of.

    Re-brief on every change

    Someone takes a different task mid-operation, or new personnel join — the same three points have to be covered again for them.

Point four is where real operations drift, because crews flex all day. A briefing that exists only as a conversation leaves nothing behind when the question comes twelve months later.

The twelve hazards the A/D director must address

Adequate to support the crane throughout the operation.

Three of these — stability on pin removal, counterweights, and boom hoist brake failure — account for a disproportionate share of A/D fatalities, which is why they're marked above. The rest fail quietly and take the crane with them.

The post-assembly inspection that closes the operation

Assembly isn't finished when the last pin is in. A qualified person has to inspect the assembled crane to confirm it's configured to the manufacturer's criteria, and the crane cannot be used until that inspection says so.

Where manufacturer criteria don't exist, a qualified person develops them — or a registered professional engineer, if the configuration needs one. Either way the criteria have to exist in writing before the check means anything.

From a crane supervisor who changed how he runs A/D

We assembled a 300-tonne lattice on a plant job and a labourer walked behind the carbody while the upperworks was coming round. Nobody was hurt. He just hadn't been on the morning briefing because he was pulled onto our crew at ten o'clock.

That's the whole rule, right there — brief them again when they join. Now the briefing is a form, it has names on it, and it gets re-signed when the crew changes. Takes four minutes and I've never had that walk-behind happen again.

Who can be a crane A/D director?

Under 1926.1404(a), A/D must be directed by someone who meets the criteria for both a competent person and a qualified person, or by a competent person assisted by one or more qualified persons. Where one person performs the work alone, that person must meet both and is the A/D director. Job title is irrelevant.

What's the difference between crane assembly/disassembly and set-up?

Assembly/disassembly covers preparing and putting together a crane's sections and parts on site — adding counterweights or attachments, pinning boom and jib sections, using an assist crane to position components. OSHA treats set-up as deploying a crane that is already assembled. Some cranes arrive whole and need no A/D at all.

Must you follow the manufacturer's assembly procedures?

You must comply with all applicable manufacturer prohibitions, then follow either the manufacturer's A/D procedures or your own. Employer procedures are permitted only where they meet 1926.1406 — developed by a qualified person, and designed to prevent unintended dangerous movement and collapse of any part of the equipment.

What hazards must the A/D director address?

Paragraph 1926.1404(h) names twelve: site and ground bearing conditions, blocking material, proper location of blocking, verifying assist crane loads, boom and jib pick points, center of gravity, stability upon pin removal, snagging, struck by counterweights, boom hoist brake failure, loss of backward stability, and wind speed and weather.

Is a post-assembly inspection required before using the crane?

Yes. Under 1926.1412(c), once assembly is complete a qualified person must inspect the crane to confirm it is configured to manufacturer equipment criteria, and it must not be used until that inspection shows the configuration is correct. Where criteria are unavailable, a qualified person or an RPE develops them.

Crane assembly and disassembly is won before the first pin moves

None of this slows the job down. A named director, a read-through of the right procedures, a four-minute briefing with names on it, and twelve hazards worked through in order — that's a morning's discipline, not a week of admin.
