Zone 1: Tiedown Deviceschains, straps, wire rope, and binders

Every tiedown device on the flatbed must be inspected before the load leaves the yard. A single defective chain, frayed strap, or improperly seated binder can cause a load shift that cascades into a catastrophic failure — and an immediate OOS order at the next inspection point.

Chains — inspect every link for cracks, stretch, deformation, and wear. Check grade markings (Grade 70 for transport, Grade 43 for general use). No knots permitted. Hooks must have working safety latches.
Binders (lever and ratchet) — verify handle locks fully and holds tension. Check for bent handles, worn pawls, and damaged ratchet teeth. Lever binders must be positioned so the handle cannot contact the road surface if released.
Synthetic straps — inspect for cuts, abrasion, UV damage, knots, and stitching integrity. Reject any strap with a cut or abrasion exceeding 25% of the strap width. WLL label must be readable.

Zone 2: Working Load Limit Verificationthe 50% rule that determines pass or fail

The single most common securement violation is insufficient aggregate WLL. The math is straightforward but must be verified on every load: add up the WLL of every tiedown device, and confirm the total equals at least 50% of the cargo weight.

Know the cargo weight — confirm from the BOL, shipping documents, or scale ticket. If the weight is unknown or estimated, assume the highest plausible weight for WLL calculation.
Verify WLL of each tiedown — check the stamped or labeled rating on each chain, strap, and binder. Use the lowest-rated component in the assembly as the WLL for that tiedown (the system is only as strong as its weakest link).
Calculate aggregate WLL — sum of all tiedown WLLs must be ≥ 50% of cargo weight. Example: 40,000 lb load requires ≥ 20,000 lb aggregate WLL.
Count tiedowns — minimum 2 for any load. Add 1 for every additional 10 feet of cargo length. Loads over 10,000 lb or heavy equipment over 5,000 lb require minimum 4 tiedowns regardless of length.

Zone 3: Edge Protectionthe detail that cuts straps and costs loads

Corner protectors on every sharp edge — FMCSA requires edge protection wherever a tiedown contacts a sharp edge that could cut, abrade, or damage the tiedown during transport. This includes steel beams, lumber bundles, pipe, and any load with a defined corner.
Protector condition — inspect for cracks, deformation, and proper seating. A protector that shifts during transport exposes the strap to the edge it was supposed to guard.

Zone 4: Deck, Blocking, and Frictionthe foundation the load sits on

Trailer deck condition — inspect for cracked, broken, or missing deck boards (wood decks) or damaged cross-members (steel decks). A compromised deck can't resist the forward and lateral forces the load transmits during braking and turning.
Friction mats / anti-skid material — verify mats are placed under the load and are in serviceable condition. Friction mats reduce the number of tiedowns required by increasing the coefficient of friction between load and deck.
Blocking and bracing — confirm chocks, cradles, and blocking are positioned to prevent forward, rearward, and lateral movement. Blocking must be secured to the deck or to the tiedown system.
